KAJIAN REVIEW TUNJANGAN PERUMAHAN DPRD KABUPATEN KOTABARU

The leadership and members of the regency/municipal DPRD have inherent financial rights since they are appointed. This financial right is regulated in Government Regulation of the Republic of Indonesia (PP) Number 18 of 2017 concerning Financial and Administrative Rights of Leaders and Members of the Regional House of Representatives. Of all the welfare benefits that are the rights of the leadership and members of the DPRD, there are several regions that have not been able to provide official housing/office houses. So, the local government is obliged to provide payment allowances as. This also happened in Kotabaru Regency. This housing allowance is given on a monthly basis since the leadership and members of the Kotabaru Regency DPRD are sworn in at the time of their inauguration. The value of the allowance is determined through Perbup Number 26 of 2017 concerning the Implementation of the Regional Regulation of Kotabaru Regency Number 13 of 2017 concerning Financial and Administrative Rights of Leaders and Members of the Regional People's Representative Council of Kotabaru Regency. The DPRD chairman gets an award of Rp. 13,000,000,-, the Deputy Chairperson of the DPRD gets Rp. 12,000,000, - and Rp. 10,500,000,- (ten million five hundred thousand rupiah) for DPRD members. The current financial condition, of course, is very different from the situation when Perbup Number 26 of 2017 was made. The increase in prices due to inflation that must occur every year certainly affects the price of renting houses. So it is necessary to re-do the amount of allowances for the Leaders and Members of the Kotabaru Regency DPRD. The purpose of this review of the Kotabaru Regency DPRD Housing Allowance Review is to determine the amount of the Housing Allowance value for Kotabaru Regency DPRD Leaders and Members that is appropriate and guided by the principles of decency, fairness, rationality, in accordance with price standards in Kotabaru Regency. This study uses a qualitative descriptive method. The data obtained explain the facts about the market price of house rent, the value of land, the standard of facilities that should be accepted by DPRD members, economic conditions and the rules that become the legal umbrella in determining allowances. Furthermore, Juridical Analysis, Calculation Analysis, and Policy Analysis are carried out. From the calculation results, three alternative values of Housing Allowance were obtained for the leaders and members of the Kotabaru Regency DPRD. For the Chairman of the DPRD Kotabaru, the proposed value of the Housing Allowance is Rp. 20,832,000 (High), Rp. 18,927,000 (Medium) and Rp. 17,022,000, - (Low). The value of the Housing Allowance for the Deputy Chairperson of the Kotabaru Regency DPRD is proposed at Rp. 16,662,000 (High), Rp. 15,074,000 (Medium) and Rp. 13,487,000, - (Low). Meanwhile, for members of the Kotabaru Regency DPRD, the proposed housing allowance is Rp. 15,624,000 (High), Rp. 14,195,000 (Medium) and Rp. 12,767,000 (Lace).
